Judge orders mediation in Lancaster lawsuit

LANCASTER - A Garrard County judge has ordered mediation in a lawsuit filed by a former city employee against the city of Lancaster. Circuit Judge Hunter Daugherty issued the order Friday, ordering both sides to mediate the issue within 90 days.

Deborah Carter filed the suit against Lancaster on March 5, claiming that while worked in the utilities office in 2002, she worked in a hostile atmosphere after she uncovered a number of past-due accounts and accounts that had never been entered into the computer.

She also claimed that she was under the threat of bodily harm from her supervisor, Fred Simpson, who no longer works for Lancaster.

Carter claimed that she "suffered from abuse ... until she could no longer physically or emotionally stand the abuse and was given medical leave on Oct. 2, 2002. The lawsuit states that Carter tried to receive worker's compensation but was denied.

Lancaster issued an "answer on behalf of defendant" stating that Carter's claim is barred by the statute of limitations and by her failure to exhaust all administrative remedies.

Lancaster denies Carter's allegations that she worked in a hostile environment and suffered from abuse.
