Mercer court meeting somber without McGinnis

HARRODSBURG - Mercer County Fiscal Court's first meeting after the death of Judge-Executive Charlie McGinnis was a somber event Wednesday.

McGinnis lost his 2 1/2 year battle with cancer Saturday evening, and the funeral was Tuesday.

Magistrate Wayne Jackson presided at Wednesday's meeting, but before he got down to business, he called for a moment of silence and then gave a sort of eulogy of his own.

He said when he was out jogging the day before, "I couldn't get Charlie off my mind, and the more I thought about him, the angrier I got. Why did we have to lose Charlie?

"Then I saw how selfish I was, but I lost a friend, a golfing partner and a role model."

To others, McGinnis was a friend, a son, a father, a brother, and a husband.

"His commitment was to his job to the people of Mercer County. He battled his illness right to the end."


Gayle Horn, deputy judge-executive, said she had checked with the Department of Local Government about how McGinnis' replacement will be chosen. The governor must appoint someone to take over the job until the 2004 November General Election. Those wishing to run for the office can file in the county clerk's office in January.

If more than one candidate files in one or both political parties, there will be a primary election in May to determine the party nominees. The person chosen in the General Election will begin serving after the election and fill out McGinnis' term, which ends in 2006.

Magistrates on Wednesday approved rates for all taxing districts in the county.

Following are the districts and the rates for their real estate, personal property and motor vehicle and water craft taxes. They are listed by the number of cents per $100 property valuation:

Mercer County: 8.2, 8.2, 9.2; Library, 5.9, 9.69, 5.0; Mercer County Health Department, 4.0, 4.0, 4.0; Mercer County Extension Service, 2.28, 3.09, 1.20; Mercer County Fire District, 7.4,7.4, 10.0; and Mercer County School District, 46.8, 47.8, 49.
