Hearing set for two charged in Lincoln shooting

STANFORD - A preliminary hearing has been scheduled for the woman and man arrested on charges stemming from the shooting of a Lincoln County man.

Robert Muse, 38, of Shake Rag Road was shot in the face Nov. 12.

Lori A. Phelps, 32, Waynesburg, is scheduled to appear in court at 2 p.m. Monday on charges of first-degree assault.

Also arrested in connection to the shooting was Jon T. Edwards, 27, of Ky. 34, Mitchellsburg, who is to appear in court with Phelps. Edwards was charged with first-degree complicity to the assault.

Both remain at the Lincoln County Regional Jail. Phelps' bond has been set at $25,000. Edwards is being held on a $10,000 bond.

State Police Detective Chris Crockett is in charge of the investigation.

Muse was transported to the University of Kentucky Chandler Medical Center after Phelps allegedly shot him once in the facial cheek and has since been released.


Phelps was temporarily released last week into the custody of Detective Crockett to help police locate the weapon used in the assault.

Trooper Christopher Lanham, public information officer for the Richmond state police post, said the weapon was recovered on Hurricane Road earlier this week.

"The weapon was apparently wrapped in some old clothing. A man was walking and just happened to see it," said Lanham.

While Edwards has been in jail, some of his property has been damaged. Vandals broke out several windows of his vehicle this week.

On Wednesday night, the interior of his house on Ky. 34 was doused with diesel fuel before suspected arsonists attempted to light it on fire, police said.

State police and the state fire marshal's office began watching the house Wednesday night after discovering the presence of fuel in the house.

Lanham said police had no suspects regarding the attempted arson.
