Grand jury indicts six

A Lincoln County Grand Jury handed up indictments for six people, including a Stanford man charged with burglarizing and vandalizing a string of local businesses.

Kevin Montez Higgins, 20, is charged with first- and second-degree criminal mischief, third-degree assault, possession of drug paraphernalia and second-degree fleeing or evading police.

He was arrested on Sept. 19 after police found him hiding in a shed behind the First Southern National Bank branch on East Main Street and Whitley Avenue in Stanford after responding to a burglary call there.

Detective Barry Allen, Stanford Police Department, had been chasing Higgins after Allen responded to a burglary call at Rite Aid, where Allen said he saw Higgins run out of the back with a small handgun.

Police lost Higgins, but were still working crime scene at the drug store when a neighbor reported hearing breaking glass at the bank, which was about the same time the alarm at the bank sounded.

Since officers were so close, they were able to respond quickly, and found Higgins hiding in the shed nearby. Allen arrested Higgins, who struggled and resisted, and took him to the Lincoln County Regional Jail.

Detective Allen was the grand jury witness and bond was set at $30,000 cash or property. Higgins is scheduled to be arraigned at 10 a.m. on Dec. 21.

In a separate case, Higgins pleaded not guilty in Lincoln Circuit Court last week on felony charges of receiving stolen property and being a persistent felony offender. He has a pre-trial conference scheduled for 10 a.m. on Dec. 21.

Others indicted include:

* Clifford Harris, 52, 660 Hwy. 328, Waynesburg, is charged with driving under the influence of alcohol on Sept. 6. Harris also is charged with not wearing a seat belt and driving without insurance.

Trooper Brandon Curlis, Kentucky State Police, was the grand jury witness and bond was set at $7,500 cash or property. Harris is scheduled to be arraigned at 10 a.m. on Dec. 9.

* Sharon C. True, 54, 851 Lancaster Road, Stanford, is charged with unlawful distribution of a methamphetamine precursor ... with the intent to sell, transfer, distribute or dispense.

True was arrested on Oct. 25 after police say she purchased more than 12 grams of psuedoephedrine during a 18-day period of time at several area drug stores.

Detective Barry Allen was the grand jury witness and bond was set at $20,000 cash or property. True is scheduled to be arraigned at 10 a.m. on Dec. 21.

* Edwin E. Hartman, 51, 495 Noland Road, Stanford, is charged with cultivating marijuana by knowingly and unlawfully cultivating more than five marijuana plants on July 2.

Trooper Eric Taylor, KSP, was the grand jury witness and bond was set at $5,000 cash or property. Hartman is scheduled to be arraigned at 10 a.m. on Dec. 9.

* Jesse E. Fletcher, 21, 105-B Birch Drive, Nicholasville, is charged with second-degree burglary for unlawfully entering a home belonging to Jesse A. Turner with the intent to commit a crime on April 19.

Fletcher also is charged with third-degree criminal mischief for damaging property that belongs to Turner.

Trooper Clyde Bertram, KSP, was the grand jury witness and bond was set at $10,000 cash or property. Fletcher is scheduled to be arraigned at 10 a.m. on Dec. 9.

* Steve Dale Hale, 30, 4985 Ky. 39 North, Crab Orchard, is charged with second-degree rape for engaging in sexual intercourse with a girl under the age of 14 on June 15. Hale also is charged with second-degree sexual abuse for having sexual contact with a girl under the age of 14.
