RR Donnelly water bill discount request denied

RR Donnelly will have to pay a $132,345 water bill to Danville after a request to give the industry a $55,764 discount was turned down by the City Commission Monday.

Commissioners denied the request because the plant is outside the city limits and had requested the discount based on rates for industry inside the city limits. There is no rate structure in place for that.

An industry inside the city limits pays $384.05 for 20,000 cubic feet of water.

The same industry outside the city limits pays $844.91 for the same amount of water.

The only way to give the discount, City Manager Darrell Blenniss said, would be to change the amount of water used, which would be giving away the water.

The city ordinance expressly forbids giving water away. That requirement is part of the bonding agreement the city has made with the state and federal governments and its bond holders.

Donnelly wants the discount for the difference between being outside versus inside the city limits on its bills for August, September and October, when there was a leak at the facility on Lebanon Road, and to limit the discount to the amount of water leaked. The three-month bill was $178,603, including sewer.

The city's policy on leaks is to give the customer a discount on the sewer portion of the water bill. The city subtracted $46,258 from RR Donnelly's bill on that basis.

Tyrone Jeffcoat, a vice president of manufacturing for RR Donnelley, had asked commissioners to consider the discount because the industry was one of the largest employers in the area and had given several large donations to the community. Blenniss said the extra amount is charged because it costs more to maintain the water lines outside the city limits, which are farther from the water treatment plant.
