James C. Codell Jr., Clark County, will be recognized for his volunteer work with the Easter Seal Society at its 58th annual meeting Oct. 21 at Cardinal Hall Hospital in Lexington.

Navy Seaman Recruit Mark D. Palmer, son of Bonnie C. Hunt of 123 Quickshop, Winchester, has completed recruit training at the Naval Training Center, Orlando, Fla. A 1981 graduate of George Rogers Clark High School, he joined the Navy in July 1981.

The Pilot View School Fall Festival will be at 5 p.m. Friday at the school on Iron Works Road.

The George Rogers Clark High School cross country teams finished third and fourth in a meet at Bath County on Tuesday. The boys squad finished first, with Shawn Harris pacing the Cards with a fifth-place finish and a time of 19:10.

The Winchester Municipal Utilities Commission approved a measure Thursday night aimed at making the rate structure for the commercial garbage accounts more equitable.

The four winners in the Bike-a-thon held Sept. 26 to raise funds for St. Jude Hospital, Memphis, Tenn., were presented their prizes Thursday. The top fundraiser was Shannan McCaslin, who won a 10-speed bicycle with pledges of $838. Second prize went to Brian Williams, who collected $236.20 to earn Will Hodgkin's balloon ride in "Drifter." Beth Haynes was third with $133, and Angie Hall was fourth with $105. The total collected for St. Jude was $1,979.17.
