In the first regular meeting of the new year and the new term, the Winchester Board of Commissioners appointed Commissioner JoEllen Reed Tuesday as the city's vice-mayor for the next two years."I'm looking very forward to serving in this position, and I consider it honor and a privilege to serve the citizens of Winchester in this manner," she said. "I also appreciate the confidence instilled in me by the mayor and my fellow commissioners."
Reed served as vice mayor on the commission from 1999 to 2002 and from 2005 to 2006. She captured 3,449 votes - the highest of any commissioner - in the November general election.

The commission rezoned a parcel of land at the north end of Graves Street from single family residential (R-1C) to single family residential (R-1D).
