Branham names committee members

Clark County Judge-Executive Henry Branham doled out appointments Wednesday to six county committees that will help determine government policy on roads, fire services and Community Foundation Grants, among other things.Branham said he made the 19 appointments based partly on the personal requests and preferences of the magistrates.

"I took all those things into account and tried to come up with some good working committees," he said.

Magistrates Steve Palmer, Vanessa Oaks Rogers and Joe McCord, County Clerk Anita Jones and Jailer Bobby Stone were appointed to the insurance committee. Palmer will be chairman.

Magistrate John Henry Ramsey was appointed to the building committee.

Magistrates McCord, Bonnie Hummel and Rick Smith were appointed to the fire committee. McCord will chair it.

Magistrates Pam Blackburn, Palmer and Rogers were appointed to the road committee. Blackburn will be chairwoman.

Magistrates Smith, Hummel and Ramsey were appointed to the animal shelter committee. Smith will be chair to the committee.

Magistrates Ramsey, Blackburn and Smith were appointed to the Community Foundation committee, chaired by Branham.

Magistrates Ramsey and Blackburn also were appointed to terms on the Generations Center Corporation Board of Directors.

Branham said he no longer plans to use a personnel committee after state agencies had advised that the judge-executive has no statutory authority under state law to delegate the hiring and firing of county personnel.

Branham said he would perform personnel duties with input from department heads and committee chairs.

In other business:

The court gave second reading to an ordinance designating the continuity of county government.

A resolution was approved authorizing the judge-executive to act as Clark County Alcoholic Beverage Control Administrator.

Ron Tierney was reappointed to the Winchester-Clark County Industrial Development Authority, starting Jan. 24 and ending December 2010.

An ordinance was approved formally setting the Fiscal Court meeting schedule to 9:30 a.m. on the second and fourth Wednesdays of each month. An additional ordinance was approved that designates the formal order of the court's meeting agendas.

Walter Newell was appointed to the Winchester-Clark County Planning Commission for a term starting Jan. 24 and ending June 30.

An order was approved affirming an agreement between local rescue squads and the Winchester-Clark County Disaster and Emergency Services.

A new job classification was amended into the county personnel manual to create the classification of finance officer and administrative assistant. Branham has said that Cheryl Wills will be performing the duties of both positions.

The court heard a presentation by Town Square Graphics.

Transfers and bills were approved.

A resolution was approved authorizing the judge-executive to act on a deed conveyance with the Industrial Development Authority related to 5.6 acres in the industrial park.

McCord and Hummel were appointed to help determine an agenda for the proposed joint meeting between the court and the Winchester Board of Commissioners.

Branham told the court he will issue a meeting notice for the committee that will study the benefits of splitting from the joint planning commission once he receives the names of committee members appointed by former Judge-Executive John Myers.
