LANCASTER - Mayor Don Rinthen said the city's sewer plant supervisor was released from his duties Monday. Rinthen would only say that Jim Moberly, a 10-year veteran with the city, had violated a city policy.
"He was a complete performer across the board," Rinthen said. "Actually, one of the city's better performers."
Rinthen said he was prevented by HIPAA (Health Insurance Portability and Accountability Act) from specifically stating what policy Moberly violated.
Rinthen said Millard Rose, who was interim utilities manager before being moved into a code enforcement position in January, has been placed in the position. Rinthen said Rose is certified to do the job.
