JoEllen Reed seeks fifth term

City Commissioner JoEllen Reed, 54, of 200 Moundale Ave., has filed for re-election to the Winchester Board of Commissioners, vying for a fifth term in office.

Reed, a lifetime resident of Clark County, served two terms on the commission from 1999 to 2002 and another two terms from 2005 to 2008. During all four terms, Reed served as vice mayor.

"My continued vision for Winchester and Clark County and to strengthen our regional competitiveness in areas such as economic development and affordable housing while simultaneously being regionally cooperative in area such as education, water infrastructure and transportation," Reed said in a release.

Reed said the community should continue to maintain its unique identity and residents need assurance that the best possible emergency and public works services are provided.

For the last five years, the candidate has served as a community liaison for the Winchester-Clark County campus of the Bluegrass Community and Technical College.

Reed also worked for the Clark County Board of Education from 1975 to 1985 and from 1991 to 2002, the Kentucky Department of Education from 1985 to 1988, and in former Gov. Wallace Wilkinson's office from 1988 to 1991.

The candidate is a graduate from George Rogers Clark High School. She earned a Bachelor of Science and a Master of Arts in education from Eastern University of Kentucky and is Rank I certified.

Reed is a founding member of Leadership Winchester and a graduate of Leadership Central Kentucky and Leadership Kentucky. She serves on the city's 9-1-1 Addressing Committee, the Public Works Committee, and the Joint City and County Committee to Review Planning and Zoning Recommendations; she has also served on the Feasibility Study Committee, the Disaster and Emergency Services Committee, and the Winchester Municipal Utilities Commission. She is a member of the Clark County Retired Teachers Association and the Kentucky Retired Teachers Association.

"I am running for reelection because Winchester is my home, and I want to serve our citizens," Reed said.

Reed said she supports responsible, open government that embraces residents' ideas and focuses on people not politics.

"I also want to continue the solid relationships that are being built among city and county governments and the Board of Education," Reed said. "Working together we can make a difference for our community."

Reed is the daughter of Joe F. and Betty Haggard Reed and a member of First Christian Church.
