Dedication will honor former Lancaster mayor

LANCASTER - Former longtime mayor Billy C. Moss will be honored with a memorial dedication tentatively set for 2 to 4 p.m. Nov. 9 at the Billy C. Moss Municipal Center on Maple Avenue.

The dedication will include presentation of an oil painting and a plaque in honor of Moss that will be displayed at city hall. Refreshments will be served.

The event is being organized by Moss' niece, Linda Wardlow, and others.

In other business Monday, Lancaster City Council:

* Voted to offer free leaf collection on the first and third Friday of each month, as long as those requesting the service call city hall by Wednesday prior to pickup. Garbage collectors will then take leaves at no cost along with bulk pickup of items that aren't collected with other garbage.

The topic was brought up by a Danville Street resident who objected to the charging by the pound for leaf pickup.

* Agreed to annex .812 of an acre on Richmond Street where Pattie A. Clay Regional Medical Center in Richmond will operate a medical facility.

* Voted to have just one regular meeting per month. The next one will be 7 p.m. Nov. 3 at city hall.
