Garrard puts $10k toward library building fund

LANCASTER - Garrard County Fiscal Court approved the amended Garrard County Public Library budget Monday at its monthly meeting, putting $10,000 into a building fund for the addition of a children's area.

"We're getting to the point in our billing process where we need to start making payments out of our budget," said Laura McWilliams, director of the library.

Members of the library board purchased the Firestone building that adjoins the library in June of 2008, and have paid for it, explained board secretary Margaret Burkett.

"Then we didn't know whether we were going to tear it down or remodel it, so we got an architect who suggested to tear it down," said Burkett.

Wilson said the county is "really looking forward to getting the project under way."

In other business, Garrard County Fiscal Court approved the Rural Secondary Program, presented by Randy Turner of the Kentucky Highway Department. Turner said 22 percent of motor fuels tax is set aside for funding this program. Funds are used for the construction, reconstruction and maintenance of secondary and rural roads in each county, and these funds are allocated to the 120 counties by a four-part formula, Turner explained.

The four-part formula gives a fifth of the income distributed equally among each of the 120 counties, a fifth prorated to each county based on rural population, a fifth prorated to each county based on rural road mileage and 2/5 prorated to each county based on rural area.

Turner highlighted several projects and estimated costs for these, including Copper Creek Road and Ky. 3246 (Hamilton Valley Road). The total cost of recommended projects is about $455,000, and the total length of recommended projects is 7.867 miles. The tentative allotment for these projects for 2009-2010 is $701,784, and there is a free balance of about $13,900.
