Money for pool can't be used for anything else

To the Sun:

This is in response to Mr. Donnie Riddell's questions in a recent letter to the editor.

The money to pay for the pool over 25 years is coming out of the capital fund and can't be used for pay raises for city employees.

A percentage of tax revenue goes to the general fund, and a percentage goes into the capital fund for things like police cars, fire trucks, dump trucks and other things that are capital items.

We got $1.4 million from the state for the pool, and that is all we can use it on. We have to spend it by June 30, 2010 or give it back to the state.

Sen. R J. Palmer and Rep. Don Pasley worked hard to get us that money. If we turn the money back in to the state, it could put us on the black list for anymore money.

If we don't build the indoor pool in a couple of years, we will either have to close or do major repairs on the outdoor pool.

On the question about Winchester Municipal Utilities spending money on Colby Hills, WMU got a grant for most of the money for Colby Hills and other water and sewer projects.

When it's completed, they will be paying a sewer bill like the city customers and those in Stoneybrook and Calmes.
