Council may rehash holiday pay policy

The Wilmore City Council may revisit a recent policy change that requires employees to take their holiday pay the week of the holiday and not have it roll over.

The council adopted the policy in October after it was brought to its attention that there was an employee who had a large amount of holiday pay owed at his or her time of retirement.

The city will owe the employee the number of accrued hours at the rate he or she is currently paid.

So the council moved to a format that automatically pays its employees double time when they work holidays. Wilmore Police Chief Steve Boven, however, said at the Monday council meeting his officers had asked that they be able to take the holiday they work at a later date.

"They've come to me and asked me if they would be allowed to use those holidays for personal time when they could go away with their families," Boven said. "Rather than require the employees to be paid when they work a holiday, allow them a little time. They're saying give us a little flexibility."

Boven proposed letting the employees take the holiday within a certain time period, for example within six months or before the end of the calendar year.

Council member Jim Brumfield was hesitant to change the policy again so soon, but he said he would be in favor of taking a look at it.

"Before we keep flip-flopping back, I think we need to get our facts together," he said.

The item was added to the agenda for the Dec. 14 meeting.

In other business, the council approved the first reading of a $9 million bond for Asbury College that will help pay for the school's new communication arts building.

It also created a task force to look at updating the city's employee handbook.
