Danville-Boyle P&Z asks fiscal court for additional $18k

Danville-Boyle County Planning and Zoning Chairman Gary Chidester appeared before fiscal court Tuesday to make the same plea for increased funding that he made to Danville City Commission last Monday.

Chidester told magistrates P&Z needs the fiscal court and city commission to each pitch in an additional $18,000. Both bodies, which already agreed to contribute $49,000, promised an additional $10,500 after it was projected the office would see around $24,000 less in revenue from permits.

Chidester said slow business through the first part of the year has brought in only $15,000 of around $60,000 that was projected for the entire year, with the slowest months, January and February, yet to come.

Chidester told magistrates they needed to make the decision about whether to contribute the additional $18,000 before releasing the additional $10,500 previously budgeted.

There are enough funds to make payroll through January without the additional $28,500 contribution. However, Chidester said it would likely mean cutbacks to the three person staff who have already voluntarily reduced to a four day work week.

Magistrate John Hudson said he wanted to see more clear projections of exactly when P&Z funds will run out.

"I will have to be honest I am a little shocked that we are seeing this now," Hudson said. "When we spoke about this the last time, I understood that we were going to fund the ($10,500)."

McKinney said he would sit down with Chidester before the next fiscal court meeting in two weeks to discuss the exact amount needed to continue operations in the P&Z offices.

During the Danville City Commission's Dec. 15 meeting, P&Z chairman Gary Chidester said building activity has been more sluggish than expected. The P&Z office already has cut its three employees to four days a week, which allowed them to keep their insurance. Chidester said P&Z also has eliminated one meeting a month, redone its liability insurance and avoided legal fees by not having an attorney present at meetings unless it is for a specific reason.

Chidester said P&Z has enough money in the bank to make payroll through the end of January. However, if it can't come up with the more than $35,000 it needs, Chidester said staffing cuts will have to be considered.
