Representatives of the Clark County Children’s Council appeared before the Clark County Board of Education Thursday to propose and seek support for a pilot program that will address the growing number of “latchkey” children in the county. Latchkey children are those who return home from school to an empty house, with no adult supervision until parents return home from work. Children’s Council member Ron Kibbey asked the board to help in implementing the experimental program by providing a site, utilities, janitorial services and liability insurance.
