Neon flash: Driver of small Dodge car leads Winchester Police on 120 mph chase

It only took an hour and a half for a suspect in several thefts to show back up in Clark County, after leading Winchester Police officers on a 120 mph pursuit into Bourbon County.

Michael Ray Osborne, 34, of Slade, was already a suspect in several theft cases in Winchester, police said, before they spotted him driving a stolen Dodge Neon Tuesday morning. Winchester Police Detective Dennis Briscoe said he and two other detectives tried to stop the car on Rockwell Road around 10 a.m. When they turned, Osborne took off, he said.

Officers chased Osborne down Interstate 64 at speeds above 120 mph as he passed other vehicles on the shoulder, according to the arrest citation. They followed him to exit 87 and past Bluegrass Station, but lost contact with the vehicle on the two-lane road inside Bourbon County after passing Bluegrass Station and ended the pursuit for safety reasons.

“Due to the high speeds and the road conditions, we terminated the pursuit,” Winchester Police Capt. James Hall said. “We knew who the suspect was. He was wanted for questioning in another matter.”

Hall said they were planning to obtain warrants for Osborne, but they began receiving information that Osborne would be coming back to Clark County from the south.

Briscoe said officers began patrolling southern Clark County and finally spotted Osborne in the Dodge Neon on Two Mile Road around 12:30 p.m. Osborne started to flee again, but stopped and surrendered after a short distance, Briscoe said. He was arrested without further incident.

The car he was driving was reported stolen from Powell County, Briscoe said. When they searched it after the pursuit, detectives found a stolen check and a stolen credit card, he said.

Throughout the entire pursuit, no other vehicles were involved and no damage was reported, Briscoe said. The car even escaped with no visible damage.

Osborne is in the Clark County Detention Center on a $15,000 cash bond. He was charged with first-degree wanton endangerment, receipt of a stolen credit card, disregarding a stop sign, receiving stolen property under $10,000, first-degree fleeing or evading police and receiving stolen property under $500.

He will likely be arraigned in Clark District Court today.
