Charged

— Esteban Celis-Ramos, 29, no address given, was charged Sunday with no operator’s license, driving under the influence and failure to maintain insurance.

— Nancy L. Chandler, 34, of 7 Holly Ave., was charged Friday with possession of marijuana and possession of drug paraphernalia.

— James A. Church, 24, of Richmond, was charged Sunday with theft by unlawful taking.

— Sheena Gladson, 28, of 136 Abbeywood Court, was charged Friday with attempt to obtain controlled substance by fraud.

— Obadiah Israel, 61, of 225 Elm St., was charged today with reckless driving, driving under the influence and possession of drug paraphernalia.

— Alex C. Kerrick, 26, of Frankfort, was charged Friday with public intoxication and theft by unlawful taking.

— Samantha J. McGovern, no age or address given, was charged Sunday with theft by unlawful taking, possession of marijuana and possession of drug paraphernalia.

— At 2:44 p.m. Sunday, officers were called to Walmart concerning a theft. Samantha McGovern was arrested on multiple charges.

— At 8:07 p.m. Sunday, officers were called to Walmart concerning a suspected shoplifter. James A. Church was arrested and charged with theft by unlawful taking.
