Expert quilter to lead seminar JABEZ - Renowned quilt teacher Anita Shackelford will share her expertise at the Jabez Quilt Seminar in Rockcastle County, scheduled for Jan. 22-26 at the Kentucky Leader Center. Twenty quilt teachers will teach 40 workshops for quilters of all skill levels. All registration information is online at www.ca.uky.edu/klc. Anyone without Internet access may call the Rockcastle Extension Office at (606) 256-2403 and ask to be mailed a brochure. Tasting party planned STANFORD - A "Taste of America" will be presented 11 a.m.-1 p.m. Nov. 16 by the Lincoln County Extension Homemakers.

The city of Winchester has been awarded the 2007 Spirit of Kentucky Award for coordinating government resources with other communities in the Bluegrass Emergency Response Team (BERT) project. The project was a collaborative effort with nine counties, nine municipalities and one combined government in the Bluegrass Area Development District. Officials presented the award during the 32nd annual Governor's Local Issues Conference at the Galt House East in Louisville. "The Bluegrass Emergency Response Team is a unique group of emergency responders who have pooled resources from eleven counties to become a major emergency response asset for the Bluegrass region," said Gov. Ernie Fletcher.

PERRYVILLE —The Perryville City Council appointed a sixth member Thursday to a seat left empty after the November election. After considering the two candidates who expressed interest in the position, the council voted 4-1 to appoint Matt Bottom. Councilman Jimmie Cocanougher gave the dissenting vote, favoring candidate W.L. Crabtree. Council membersĀ  Brain Caldwell, Harold Jones, Jennifer Bodner and Megan Smith voted in favor of Bottom. Bottom, 25, an Army National Guard member and employee at his father’s company, Job Master Rental Inc., said he is excited to serve the people of Perryville.

A third class Central Kentucky city with a city commission recently put an indefinite hold on a roughly $7 million city hall project - but we're not talking about Danville. Instead, it's the City of Nicholasville. In a press release, the city said, "in recognition of the current state of the economy, the Nicholasville City Commission has postponed the construction start date for the new city hall project. " The release continued, saying that the commissioners, as stewards of the city's tax dollars, it was best to be prudent and wait.

It's official. After months of planning and debating, Danville City Commission gave final approval Thursday to the new city hall project. The commission OK'd the projected cost, awarded bids and set groundbreaking for 5 p.m. Monday. City hall operations will be relocated during construction. The guaranteed maximum price of the project, not counting an 8 percent charge by architecture firm Branstetter Caroll, sits at $6,615,052. When all fees are added, along with two alternate aspects that will be paid for by grants and municipal aid funds, the total price tag to be financed is $7,115,571.

Should Nicholasville switch from a commission form of government to a mayor-council-ward form of government? Our answer is 'No.' In looking at the arguments presented, this newspaper has to say that the reasons the Nicholasville Council Petition Committee (NCPC) gave are, in a word, weak. The proposed change is based on two primary reasons: Nicholasville is the only third-class city in Kentucky that operates with a commission form of government - that is true. But a similar argument can be made that there are only two third-class cities - Flatwoods, population 7,423, is broken up into six wards and Somerset, population 11,196, is divided up into 12 wards - that operate under a mayor-council-ward form of government.

The Spirit of Kentucky Award is given to an organization that demonstrates the effective coordination of government resources for multiple government entities. The award was given for the Bluegrass Emergency Response Team project. The project was a collaborative effort of nine counties, nine municipalities and one combined government in the Bluegrass Area Development District.

Shannon J. Cox, 48, of 111 Ashland Ave., has filed for re-election to the Winchester Board of Commissioners. He was first elected in 1998 and has served in the position since he was re-elected in 2000. A graduate of George Rogers Clark High School and the University of Kentucky, Cox has a master's degree from Easter Kentucky University. He currently teaches at GRC and previously taught at Clark Middle School and Conkwright Middle School. Cox is a member of the Kentucky, Clark County and National Education Associations.

Dance story triples enrollment Dear Editor, I would like to publicly thank Rachel Parsons and James Mann for the wonderful article in the Sept. 17 edition of The Winchester Sun. The ballroom dance class being offered to all young people ages 12 to 18 is free. This is because our Parks and Recreation Department and our Community Education Program were willing to donate their resources at no cost. And The Winchester Sun also stepped up to the plate and hit a home run by putting us on the front and third pages of the paper.
